• Completed an Initial Fiscal Feasibility Review
  
• Conducted a statistically valid voter survey to assess community priorities and support
  

✍️ 2. Petition Drive & Signature Gathering (🟡 In Progress)

• Required: 2,200+ verified signatures from registered voters within the proposed town boundaries
  
• Signatures must be gathered within a 6-month period
  
• Once verified, this authorizes submission of the formal incorporation application
  

📑 3. Submit Formal Application to LAFCO

• Includes detailed maps, proposed governance structure, and financial projections
  
• LAFCO = Local Agency Formation Commission, the body that oversees incorporation in California

• LAFCO conducts or commissions a Comprehensive Fiscal Analysis (CFA)
